# FreeWIS PLAY Evaluation Access Agreement

**Effective for FreeWIS native v1 in the United States · Adopted September 16, 2026.**

## Plain-language summary

1. **HCT's case data is fictional; your account information is real.** PLAY demonstrates FreeWIS using synthetic people, families, cases and documents. Sign-in identity, account attribution, IP addresses and acceptance/security records are real. HCT is a private company; PLAY is not a government system or system of record.
2. **Never enter or upload real case or personal content.** Use synthetic examples only. Approved sign-in and requested account administration are the limited exceptions. No real names with case facts, contact details, identifiers, health/financial information, abuse reports or real-data files belong here. Violation is a material breach.
3. **PLAY is shared and logged.** Team messages and artifacts generated against shared synthetic records may be visible to other participants. Authorized HCT administrators and service providers process content for the purposes described in the Privacy Notice.
4. **PLAY's AI assistant is AI, not a human or professional adviser.** In PLAY, the assistant may use HCT-curated knowledge materials, offered synthetic records and demonstration tools, but does not search the open web. Output can be wrong. Do not use PLAY for real-case decisions, professional advice, an emergency or a child-abuse report.
5. **You accept personally and must be 18 or older.** Ordinary PLAY access and period content retire on an approximately 14-day clock, with limited evidence and lawful preservation treated separately. You may request a new period through the entry process; admission and recovery of prior content are not guaranteed.

## 1. Parties and scope

This Agreement is between you as an individual and **Hudson Consulting and Training, LLC**, a Colorado limited liability company ("HCT"), whose mailing address is 7765 Wadsworth Blvd #740433, Arvada, CO 80006. It governs the hosted PLAY demonstration accessed through https://freewis.com, https://play.freewis.com or an HCT-provided mobile or desktop client ("PLAY"). The same synthetic-only boundary applies through every client. A public HCT client is not an Agency production deployment.

On the PLAY entry screen, the required unchecked controls ask you to confirm: **“I am at least 18 and accept the FreeWIS Terms of Service for myself. I am not accepting for an agency or another person”**; **“I accept the PLAY Evaluation Access Agreement for my use of the fictional demonstration”**; and **“I acknowledge that the Privacy Notice and the notice for this service were provided. This acknowledgement is not a separate contract or a waiver of privacy rights.”** Selecting **“Accept and continue to PLAY”** after completing those actions records your personal acceptance of this Agreement and the presented [FreeWIS Terms of Service](https://freewis.com/terms) and your acknowledgement of the [FreeWIS Privacy Notice](https://freewis.com/privacy). You do not bind an agency, employer, child or another person, waive their rights, or create an agency payment or indemnity obligation.

Adults, including vendor employees, may use ordinary public PLAY functions for evaluation subject to this Agreement. Ordinary viewing does not grant FreeWIS source, restricted materials, credentials, repository/build/deployment access or permission to participate in an agency's restricted FreeWIS work. The separate GET/source vendor policy remains applicable to that agency route. A PLAY login does not approve an agency or license source code.

## 2. Account, admission and copies

You must be at least **18 years old**, use an account you control, protect its credentials and not share or impersonate an account. AI chatbots may not be suitable for minors; PLAY is adults only. Follow any employer permission and records requirements that apply to your evaluation.

PLAY uses the strongest applicable available platform age safeguards alongside
FreeWIS's neutral adult affirmation and backend access checks. A Google Play
client uses the 18-and-over-only target audience, Restrict minor access and Play
Age Signals where available. An Apple client uses the rating/override
consistent with the 18-year minimum and Declared Age Range where available or
required. A platform signal may be verified, declared, supervised, unknown or
not shared; **Google or Apple does not universally verify every user**.
FreeWIS does not collect exact date of birth by default for this check.

On the native age screen, FreeWIS automatically requests the applicable Apple
or Google age result once. An unavailable, declined or not-shared response, an
ordinary error, or an ambiguous range does not itself establish adulthood.
When FreeWIS has no known-minor result and no positive retained platform
requirement for age-range sharing, age verification, parental consent or adult
notification, the person may explicitly select **“I am 18 or older.”** FreeWIS
records the assurance as `self-declared-native-fallback`—a self-declared native
fallback, not Apple- or Google-verified adulthood. A shared adult range also
still requires the person's explicit adult declaration. An unresolved prior
Android verification hold also remains closed on a generic error until a
current result resolves it; a current not-shared response can permit fallback
only when it reports and preserves no positive requirement.

Browser and Windows paths retain the neutral adult affirmation and backend
check where permitted. Known minors cannot enter PLAY; parental approval or a
contrary checkbox cannot override that rule. A positive mandatory platform
requirement remains blocked until it is satisfied, even if a later response is
unavailable or unsuccessful. The Privacy Notice explains the minimum
age-signal fields, purpose, restricted retention and review route.

Access begins only after supported sign-in, the applicable adult-access checks, recorded acceptance and admission. An ordinary period retires approximately **14 days after admission** unless HCT expressly extends it or ends access sooner. HCT may limit, suspend or end access when reasonably necessary for security, maintenance, misuse prevention, enforcement or law.

HCT may use rate limiting, web application firewalls, bot prevention, authentication/access controls, safety or content controls, security logging and other technological or administrative measures to protect hosted PLAY and enforce the Agreement and Terms. Do not evade or interfere with those controls. HCT may block or delay requests, restrict functions, require renewed authentication, suspend or terminate access, preserve necessary evidence and pursue available remedies for a violation. These measures do not promise perfect security or uninterrupted service.

After retirement, you may return through the PLAY entry process to request a new period. You must accept the current Agreement and Terms, acknowledge the current Privacy Notice and select the required demonstration context. A new request does not guarantee admission, erase a restriction or extend the prior period. A new acceptance does not restore deleted content.

HCT records the identity/provider, action, time, versions and document hashes associated with acceptance. The current Agreement is at **https://freewis.com/agreement**. The acceptance screen supplies immutable version-specific links to this Agreement and the related Terms and Privacy Notice. HCT attempts to email a **PDF of the exact accepted Agreement**, those immutable links and an accessible text equivalent to your sign-in address. You may download or retain these copies and request another from **freewis.support@hudsonct.com**. Mail delay, filtering or delivery failure does not invalidate an otherwise properly recorded acceptance; mail submission is not proof of receipt.

## 3. Synthetic content and acceptable use

**Never enter, upload, paste, transmit, create or expose real child-welfare case or personal information in PLAY content.** This includes real names tied to case facts, addresses, contact details, government identifiers, health/financial information, abuse/neglect reports and documents, screenshots, photographs, audio or exports containing real information. The limited exception for approved sign-in and requested account administration does not authorize real-data prompts or attachments.

If you discover suspected prohibited information, stop accessing or sharing it. Send support its location and a minimal description without repeating the sensitive content. HCT may restrict access, quarantine content, assess exposure and applicable notices or preservation, coordinate providers and lawfully delete or return the material, retaining only necessary evidence securely. Reporting a concern does not itself establish responsibility for introducing it. HCT retains its own applicable response duties.

You may explore offered functions and evaluate output using synthetic examples. The Terms' acceptable-use rules apply. Do not use PLAY for real-case decisions, unlawful or abusive conduct, unauthorized access, intrusive security testing, scraping or automation outside an offered feature or written authorization, disruption, reselling access, or removal of ownership/attribution/demonstration notices. Request written permission for a bounded security assessment. A vulnerability report does not authorize further access or testing.

If your official evaluation requires retaining an artifact, use an offered export or request assistance before retirement and preserve the demonstration label. You remain responsible for your applicable records duties. PLAY does not promise indefinite hosting or authorize bulk extraction.

## 4. AI, shared information and providers

HCT-supplied case data is synthetic. Real evaluator identities may appear in account attribution, and another user's compliance with the no-real-data rule is not guaranteed. Team messages and reports/charts generated against shared synthetic data may be visible to other PLAY participants. Authorized HCT administrators and providers may access content for operation, support, security and lawful response. Do not use PLAY for confidential material.

The [Community Content Guidelines](https://freewis.com/community-guidelines) apply to Team messages and other participant content shared through PLAY. Use the offered in-app actions to report Community Content or a participant, block an abusive user, or separately report AI output. HCT may filter, review, restrict, hide, remove or preserve content and restrict access under the Guidelines and Terms. A report does not itself establish a violation or promise a particular result.

**The AI assistant is artificial intelligence, not a human.** Content can be inaccurate, incomplete or unsuitable. PLAY does not provide legal, medical, therapeutic, child-welfare, casework or other professional advice, create a professional relationship, or authorize decisions about real people. Checking output for demonstration purposes does not change that boundary.

The AI assistant does not perform general web search. Within PLAY, it may use HCT-curated knowledge materials and the synthetic demonstration records and tools offered in the service. Those bounded sources are not a current open-web check. If currency matters, verify the cited material and current official source outside PLAY.

Supported Google, Microsoft or Apple sign-in supplies a provider-qualified account identifier and may supply name, email or profile information. Apple name and email are retained only when Apple provides them and are not guaranteed on later authorization; the immutable Apple provider identifier remains the account key. HCT uses supplied fields for sign-in, account identification, acceptance evidence and supported profile features, subject to the [Google API Services User Data Policy](https://developers.google.com/terms/api-services-user-data-policy) where applicable. HCT does not receive your provider password.

Messages sent to the AI assistant and the context needed for a response are processed through **Anthropic's API**. Microsoft Azure and MongoDB Atlas supply hosting/storage, and Microsoft 365 handles transactional email. The [Privacy Notice](https://freewis.com/privacy) describes the actual roles, primary storage locations, retention qualifications, provider links and request channel. Anthropic's [Commercial Terms](https://www.anthropic.com/legal/commercial-terms) and [commercial-data retention information](https://privacy.claude.com/en/articles/7996866-how-long-do-you-store-my-organization-s-data) describe its published practices; actual account terms and enabled features matter. No zero-retention or all-processing-in-one-region promise is made.

PLAY and support email are not monitored as emergency or abuse-reporting channels. For immediate danger contact emergency services; report child-safety concerns to the appropriate local child-protective or law-enforcement agency. In a United States suicide or mental-health crisis, call or text [**988**](https://988lifeline.org/). Do not wait for FreeWIS.

## 5. Retirement and retention

Ordinary PLAY period content, including period conversations, uploads, synthetic edits and generated artifacts, is deleted or the affected synthetic records regenerated as part of retirement on the approximately **14-day clock**. An expressly extended period follows its revised date. Earlier resets or deletion may occur. HCT does not promise that evaluation content remains available or recoverable.

HCT keeps the emailed agreement copy and minimum acceptance receipt under restricted access only while a continuing legal need exists and reviews that need at least annually. Annual review is not indefinite retention. Routine diagnostic and security logs are retained for 30 days. Evidence for an actual incident, abuse restriction or legal hold is limited to what remains justified under the Privacy Notice; active restrictions are reviewed at least every 90 days. Suspected real data is restricted and assessed, with necessary evidence preserved securely and the remaining material lawfully deleted or returned. Protected backups and independent provider copies follow the separate criteria in the Privacy Notice. Retirement is not a promise of simultaneous deletion of every copy, and synthetic regeneration does not anonymize real account records.

Standalone CHAT has a separate conversation-retention clock described in its access notice and the Privacy Notice. This Agreement covers the AI assistant used within PLAY, not an automatic entitlement to standalone CHAT or shared conversation history.

## 6. Content rights and attribution

You retain the rights you hold in your submissions. The Terms' limited content permission applies: HCT and providers acting on its behalf may process content only as reasonably needed to operate, secure and support PLAY, respond lawfully to incidents and retain necessary evidence. De-identified or aggregated improvement information must no longer reasonably identify a person and remain permitted by law and provider restrictions. This is not permission to use identifiable submissions to train a general-purpose AI model or repurpose prohibited real-case data.

Voluntary product suggestions may be used without payment, but HCT will not publicly identify you as their source without permission. You must have the right to provide them; this does not transfer agency-owned work or authorize disclosure of confidential information.

HCT and its licensors retain FreeWIS rights except as expressly licensed. FreeWIS acknowledges [LibreChat](https://www.librechat.ai/) for its AI conversation foundation and [Rocket.Chat](https://www.rocket.chat/) for team collaboration components used in the product. Their applicable component licenses/notices control their materials and their direct grants remain intact. Neither project sponsors nor endorses FreeWIS. Public PLAY access grants no rights in restricted HCT source or agency implementation.

## 7. Disclaimers and the common public liability terms

TO THE MAXIMUM EXTENT PERMITTED BY LAW, PLAY AND ITS CONTENT AND OUTPUT ARE PROVIDED **"AS IS" AND "AS AVAILABLE"**, WITHOUT EXPRESS, IMPLIED OR STATUTORY WARRANTIES, INCLUDING MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, ACCURACY, NON-INFRINGEMENT, AVAILABILITY OR SECURITY. HCT DOES NOT WARRANT UNINTERRUPTED, ERROR-FREE, COMPLETE OR REAL-WORLD-SUITABLE SERVICE.

**Section 14 of the Terms of Service applies to PLAY in full.** Its **Protected HCT Parties** are HCT and its members, officers, employees, contractors and agents, solely for conduct in providing or operating the Public Services on HCT's behalf. It supplies the release for ordinary evaluation risks, one combined **US $100** public-service liability cap and excluded damages. The same section excludes fraud, willful or wanton misconduct, gross negligence and liability/remedies that law does not permit the parties to limit. It creates no agency indemnity and waives no nonparty's independent rights.

If your breach introduces prohibited real information, only the reasonable, necessary, documented direct response costs caused by that breach may be recovered under Section 14. The narrow third-party indemnity, notice/participation/settlement rules, exclusion of HCT's own fault, mitigation and no-duplicate-recovery requirements also apply. You are not required to advance defense costs or assume HCT's defense before responsibility is established. The Protected HCT Parties have the same limited beneficiary rights; no second cap or broader PLAY indemnity is created.

## 8. Changes, priority and continuing terms

This Agreement starts on recorded acceptance and ends with the access period, subject to provisions that survive as needed for lawful retention, ownership, accrued obligations, risk allocation and disputes. HCT may publish a new version. Material changes require review and affirmative acceptance before continued access under them. New acceptance is prospective; it does not rewrite earlier evidence or extend a period by itself.

Subject to applicable law, required notice, applicable platform rules and any existing paid commitment, HCT may change, modify, limit, replace, suspend or discontinue hosted PLAY features, interfaces, eligibility, availability and usage allowances, and may introduce or change PLAY or HCT-client pricing. No change creates a retroactive charge, and this Agreement alone authorizes no charge. The Terms require a separate affirmative purchase and disclosed purchase terms before payment. This reservation does not alter the GET no-charge source path or a separate Agency agreement.

For PLAY, this Agreement controls a conflict with the Terms. Section 7 deliberately adopts the Terms' Section 14 without modification. The exact accepted Terms and acknowledged Privacy versions are identified with this Agreement at acceptance. The Privacy Notice describes practices and is acknowledged, not incorporated as a separate contract; that distinction does not waive applicable privacy duties or rights. Separate executed source or services agreements govern their identified materials, work and parties.

## 9. Law, notices and general terms

Colorado law governs without its conflict-of-laws rules, except where mandatory law requires otherwise. Subject to mandatory forum rights and an applicable separate agreement, disputes belong in the **state courts located in Jefferson County, Colorado**, or, if federal subject-matter jurisdiction exists, the **United States District Court for the District of Colorado**. The parties consent to those courts' personal jurisdiction. No arbitration or class-action waiver is required.

The Terms' assignment, applicable export/sanctions, severability and no-waiver provisions apply. You cannot transfer your personal account. This Agreement and the exact accepted Terms are the agreement for your individual PLAY evaluation. No title or account grants agency contracting authority.

Selecting "I agree" expresses your intent to sign electronically and receive this Agreement and service notices electronically. HCT may provide notices through your account email or the affected service, including appropriate notice to an inactive account where information is retained. Retain the versioned PDF or accessible text supplied with acceptance; request copies or an accessible format from support if needed.
