# FreeWIS Community Content Guidelines

**Effective for FreeWIS native v1 in the United States · Adopted September 16, 2026.**

These Guidelines apply when a FreeWIS public service lets one participant's
message, profile, shared link, file or generated artifact become visible or
available to another participant ("Community Content"). They supplement the
[Terms of Service](https://freewis.com/terms). The Terms control a conflict.
The [Privacy Notice](https://freewis.com/privacy) describes information handling
and is acknowledged rather than incorporated as a separate contract.

## 1. Synthetic-only community

FreeWIS public PLAY uses invented people, families and cases. **Never post,
upload, send or expose real child-welfare case information or personal
information about a real person.** Do not use Community Content to work a real
case, make a real-person decision, request an emergency response or report child
abuse.

Approved account identity and requested administration are the limited real-data
exceptions. They do not authorize real-case narratives, screenshots, files,
photos, audio, identifiers, health/financial information or abuse reports.

## 2. Prohibited content and conduct

Do not create, request, share, promote or facilitate:

- child sexual exploitation or abuse material, grooming or sexualization of a
  minor;
- threats, incitement, instructions for violence or encouragement of self-harm;
- harassment, bullying, stalking, hateful or discriminatory abuse;
- sexual exploitation, nonconsensual intimate material or content primarily
  intended to be pornographic;
- impersonation, fraud, scams, deceptive official documents or false claims of
  government approval;
- another person's confidential, private, identifying or real-case information;
- illegal goods, conduct or instructions designed to evade law;
- infringement of copyright, trademark, privacy, publicity or other rights;
- malware, credential theft, unauthorized access, security-control evasion or
  other harmful code or instructions;
- spam, repetitive solicitation, scraping, automated posting, bot abuse or
  unreasonable service load; or
- content or behavior that violates the Terms, an applicable platform rule or a
  written restriction HCT has placed on the account.

Do not remove demonstration labels, source/context warnings, attribution or
moderation notices. Payment never permits prohibited content or conduct.

## 3. AI output

AI output can be inaccurate, unsuitable or offensive despite
safety controls. Report an AI output through the dedicated **Report AI output**
action so HCT receives the identified excerpt and technical context disclosed by
that action. Do not repost harmful output to report it.

An AI-output report is distinct from reporting another participant or Community
Content. It is not an emergency, child-abuse, legal or professional-advice
channel.

## 4. Reporting Community Content and users

Use the clearly labeled in-app actions:

- **Report content** for a specific message, link, file or shared artifact;
- **Report user** for a participant's conduct; and
- **Block user** to stop the implemented direct or shared interactions identified
  by the interface.

Before submission, the interface must show what content, account information and
technical context will be attached. A successful submission displays a report
reference or other durable confirmation. A technical failure must say that the
report was not confirmed and provide the supported fallback without repeating
sensitive content in ordinary email.

If an in-app route is unavailable, contact **freewis.support@hudsonct.com** with
the report location and minimum description needed to find it. Do not copy real
case data, exploitative material, credentials or unnecessary harmful content
into the email.

## 5. Blocking

Blocking must state its actual effect. Do not promise that it removes already
shared material, prevents every indirect interaction, deletes an account or
submits a report unless the implemented control does those things. HCT may also
apply platform-wide restrictions that are not controlled by a participant's
personal block list.

## 6. Review and enforcement

HCT may use automated or human review, filtering, rate limiting, WAF, bot
prevention, access controls, safety controls, user reports and other relevant
signals to enforce these Guidelines. HCT may decline, hide, quarantine, remove
or preserve content; warn or restrict a participant; block requests or features;
or suspend or terminate access. HCT may coordinate with a provider or platform
and make a lawful report when required.

HCT considers the content, context, severity, recurrence, immediate risk,
applicable law and available evidence. A good-faith report does not itself prove
a violation. HCT may retain only the evidence justified for safety, security,
enforcement, a dispute or law as described in the Privacy Notice.

HCT may act immediately where reasonably necessary to contain apparent danger,
exploitation, real-case exposure, security risk or continuing abuse. These
Guidelines create no promise of continuous monitoring, advance notice, a fixed
response time or a particular outcome.

## 7. Reconsideration

An affected participant may ask **freewis.support@hudsonct.com** to reconsider
an HCT content or access decision. Identify the decision/reference and explain
the relevant facts without resubmitting prohibited content. HCT may require
proportionate account verification. Platform-controlled appeals or reports
follow the platform's separate route.

## 8. Safety and emergencies

FreeWIS, content reports and support email are not monitored emergency or
child-abuse reporting channels. For immediate danger, contact emergency
services. Report child-safety concerns to the appropriate local
child-protective or law-enforcement agency. In a United States suicide or
mental-health crisis, call or text [988](https://988lifeline.org/).

## 9. Changes

HCT may update these Guidelines prospectively. A material change follows the
Terms' notice and acceptance rules where required. A new posting does not
retroactively establish that earlier content violated a rule that did not then
apply.

If a participant deletes an account, eligible personal data belonging to that departing participant is deleted while eligible Team replies and access belonging to remaining participants continue under their existing retention rules. This does not extend retention or create a permanent archive. A quote or attachment containing the departing participant's personal information remains subject to applicable rights review rather than an automatic keep-or-delete rule based only on who posted it.
